CIP#35 - US Route 3 Corridor North - Phase 4
April 12, 2013 Update
As the warmer weather arrives, so too does the resumption of the US Route 3 / North State Street reconstruction project. The contractor will be returning on Monday to complete work that was postponed due to inclement weather last year. This work includes placing concrete tip down ramps at side street intersections, construction of a pedestrian refuge island at Boutwell's Bowling, turf establishment, and other miscellaneous clean-up items throughout the corridor. Minor delays are expected next week from the State Prison to Penacook Street. 

November 21, 2012 Update

The contractor strives to complete the work prior to winter shutdown. Work remaining on the corridor includes completion of sidewalks, base paving of driveways, completion of granite street curb, raising utility castings, placement of loam, and pavement striping. With an "all hands on deck" approach, we expect to be wrapping up major operations in the next couple of weeks.

November 16, 2012 Update
The base paving of the Route 3 / North State Street corridor is complete for the season. Upcoming activities next week include installation of granite curbing, driveway / sidewalk construction, and raising utility castings. This work will be occurring from Rumford Street to Penacook Street. Minor delays are to be expected in this area. The contractor will be working only Monday through Wednesday next week, due to the Thanksgiving Holiday.

November 9, 2012 Update
As the weather cools, the pace of work is heating up on the U.S. Route 3 / North State Street corridor reconstruction project. Next week will bring base paving of the last section of work – from Penacook Street to Curtice Avenue. The schedule is still tentative, but we expect to pave either Monday or Tuesday. Please stay tuned to the on-site message boards for real time schedule changes. After paving, the granite curbing subcontractor will be mobilized to complete street curb installations. Driveways and sidewalks will be removed and replaced and utility castings will be raised to grade. The southbound Rumford Street detour will still be in effect. Minor delays are to be expected in the above area. Cleanup work, including paving of sidewalks, loam placement, adjustment to private walkways, etc. will also be addressed from Palm Street to Curtice Avenue. Minor delays should be expected in this area as well. 

November 2, 2012 Update
Work continues on paving of sidewalks, driveways and curb patch from Call Street to Curtice Avenue. Minor delays will continue in this area. The contractor expects to finalize the drainage between Curtice Avenue to Penacook Street early next week. Shortly thereafter, the asphalt pavement will be pulverized in place creating a new crushed gravel layer that will be graded and base paved. This work will begin Wednesday, November 7th. If the weather cooperates, pavement will be placed Tuesday, November 13. Stay tuned to the on-site message boards for real time updates to the paving schedule. There will be no work in the city right of way on Tuesday, November 6 due to the general election.

October 26, 2012 Update
The contractor continues to dedicate two crews to the replacement of the existing storm sewer; from Penacook Street to Granite Avenue. The pipe crews have been making excellent progress in this last segment and we expect to have the drainage component complete in the next couple of weeks. With the new vertical granite curbing installed on the east side of North State Street the sidewalks, driveways and private walks will be graded and paved as weather allows. This work will be occurring from Call Street to Curtice Avenue. One-lane conditions will persist in this area with minor traffic delays to be expected.

October 19, 2012 Update
Next week on the U.S. Route 3 / North State Street corridor, storm sewer infrastructure will continue to be replaced from Penacook Street to Granite Avenue. The southbound Rumford Street detour has been performing well, with little to no traffic queue occurring. With the base pavement placed in the Call Street to Curtice Avenue section, granite curbing will be set next week. Expect minor traffic delays in this area. Striping and pavement markings will be done from Hutchins Street to Abbottville Road and Palm Street to Curtice Avenue.

October 12, 2012 Update
The final overlay of Phase II and III of the Route 3 Corridor Improvements, from Hutchins Street to Abbottville Road, has been completed. Striping and pavement markings are soon to follow, as weather allows. The rain has been delaying base pavement in the section of North State Street from Call Street to Rumford Street. Please stay tuned to the on-site message boards for the revised schedule. Once the base pavement is placed, subcontractors will begin installation of granite curbing and raising utility castings in this area. Next week, the pipe crew will move south to the last section of the Phase IV reconstruction; from Rumford Street to Penacook Street. Replacement of existing storm sewer infrastructure will begin at the Central Fire Station and proceed north to Granite Avenue. During construction in this area, all south bound traffic will be detoured to Rumford Street, than to Penacook Street, and back to North State Street. All northbound traffic will continue north through the work zone. This diversion should help mitigate the long delays experienced during previous phases of the work.

October 5, 2012 Update
Despite the inclement weather, the Route 3 / North State Street reconstruction project presses on. On Monday, October 8, the contractor expects to place the final pavement overlay of the Phase II / III section, Hutchins Street to Abbottville Road. Work in the Phase IV section will include fine grading of the newly placed gravels and base paving on Thursday, October 11. As with all paving operations, stay tuned to the on-site message boards for real time updates to the schedule. One lane traffic diversions will continue in both areas and the public is encouraged to seek alternate routes.

September 28, 2012 Update
Next week on the U.S. Route 3 / North State Street corridor, the contractor will continue to excavate the road pavement, subgrade and place select gravels from Call Street to Rumford Street. This work should be completed by mid-week, with fine grading of the gravel surface at weeks end and base paving soon to follow. The utility castings have been raised in the Phase II / III overlay section of North State Street, from Hutchins Street to Abbottville Road, in preparation of the final overlay. As weather conditions in the fall become more unpredictable, the paving schedule will be announced via the on-site message boards. Please stay tuned for real time updates on both stretches of road. The pipe crew will begin to move south and replace storm and sanitary sewer infrastructure at the Rumford Street intersection. The masonry subcontractor will move to the Palm Street to Call Street area and begin raising utility castings in this area as well. As in the past, one-lane traffic conditions will persist in all the above areas with major delays to be expected.

September 21, 2012 Update
Next week on the U.S. Route 3 / North State Street corridor, continued replacement of aging storm sewer infrastructure will be taking place from Brook Street to Rumford Street. The drainage component in this area nears completion and, as such, the contractor will switch efforts to removal of the asphalt pavement, foundational concrete slab and subgrade materials in order to place the select gravels. The road box excavation will be taking place from Call Street to Rumford Street as the drainage is completed. Traffic delays are still to be expected in these areas as one-lane conditions will persist. We appreciate all who have chosen to use the southbound Hutchins Street detour, as the reduction in traffic volume helps cycle vehicles through the larger work zone much quicker. The masonry subcontractor has begun raising utility castings in the Phase II / III section of North State Street, from Hutchins Street to Abbottville Road and Knight Street. With the completion of the masonry work, the final pavement overlay should be happening in early October. 

September 14, 2012 Update
Next week, the pipe crew will continue the steady march south towards Rumford Street, replacing aging storm sewer infrastructure in their wake. The other crews will be removing the asphalt and concrete pavement, excavating the underlying materials and placing select gravels. Both of these operations will be taking place from Call Street to Rumford Street. Major delays are to be expected in this area and drivers are urged to seek alternate routes. The paving subcontractor will be addressing any remaining sidewalks and driveways that were not attended to this week in the Palm Street to Call Street section of the work. Only minor delays are expected in this area. Finally, a masonry subcontractor is set to begin raising utility castings in preparation of the final pavement overlay of Phases II and III. This work will be transpiring from Hutchins Street to Callaway Drive. Minor delays should be expected in this area as well. The contractor has a very aggressive schedule to complete the task at hand and the public’s patience is greatly appreciated.

September 7, 2012 Update
Next week, the contractor will continue to prepare driveways, sidewalks and granite curbing for base pavement on North State Street, between Palm Street and Call Street. A masonry subcontractor will be active in this area raising utility castings as well. Delays should be expected, as one-lane traffic conditions will persist. The pipe crew will continue recently started drainage reconstruction efforts in the section from Call Street to Brook Street. Delays should be expected in this area as well. No work will be occurring in North State Street on September 11th, due to the State Primary Election. Saturday construction will be begin on September 15th and continuing for the remainder of the season. Hours of operation will be 7 a.m. to 5 p.m. on Saturdays

August 30, 2012 Update
Next week, the contractor will be actively replacing existing storm sewer infrastructure from Rumford Street to Call Street. One-lane traffic conditions will persist in this area, with delays to be expected. In the recently base paved section, several different subcontractors will be installing granite street curbing, replacing guardrail, raising drainage structures, and auguring foundations for the new mast arm mounted traffic signals to be installed at the intersection of North State Street and McGuire Street. Delays to traffic flow should be anticipated in this area as well. With the placement of the new pavement, we would like to remind the public that this is still an active construction zone and ask all to reduce speeds when passing through.

August 24, 2012 Update
Due to unforeseen circumstances, the base paving did not transpire this week as hoped. The revised paving schedule on North State Street now stands at fine grading on Monday, August 27, and placement of the base course pavement on Tuesday, August 28. Following the paving operation, a curbing subcontractor will mobilize and begin granite street curb installations in the base paved section. Construction of new sidewalk will follow the curbing. Major impacts to traffic are to be expected next week; from Palm Street to Call Street. A drainage crew will begin installation of new storm sewer infrastructure from Rumford Street to Call Street next week and delays should be expected in this area as well. The public is encouraged to seek alternate routes if possible. We ask that drivers please be courteous to residents and businesses when waiting in traffic delays by refraining from blocking driveway access. We thank the public for their continued patience and understanding during this major corridor reconstruction project.

August 17, 2012 Update
Next week, the contractor will continue to install new storm sewer infrastructure from Call Street south to Brook Street. Efforts to complete the drainage have been hindered by the weather, presence of ledge, and the myriad of utilities under the pavement. The road box excavation will be completed by next week and the contractor expects to begin fine grading of the recently placed select gravels in preparation of placing base pavement. Paving operations are slated to begin on Thursday, August 23, weather permitting. This work will be taking place from Palm Street to Call Street. Please stay tuned to the on-site message boards for any updates to the paving schedule. Paving operations are highly disruptive to traffic flow. Drivers are encouraged to seek an alternate route if possible.

August 10, 2012 Update
Next week, new storm sewer infrastructure and road box excavation should be completed in the area of Palm Street to Call Street. Signal conduit installations at McGuire Street will also be finished for the future signalization of this intersection. A crew will be working on miscellaneous utility relocations ahead of the drainage and road box construction in the area between Rumford Street and Call Street. The contractor plans to fine grade the recently placed select gravels and base pave North State Street from Palm Street to Call Street during the week of August 20th. Please stay tuned to the on-site message boards for real time updates on paving operations. Delays to travel will continue to be significant at times. Alternate routes should be considered during hours of operation, typically 7 a.m. to 5:30 p.m.

August 3, 2012 Update
Next week, new storm sewer infrastructure will continue to be installed on North State Street, between Palm Street and Call Street. Drainage construction in this area nears completion and the contractor will focus on continued road box excavation. A crew will continue to replace domestic water valves and possibly begin some light drainage work from Brook Street to Rumford Street. With the amount of road work occurring, traffic delays could be major at times. We encourage drivers to seek alternate routes whenever possible.  As always, we thank you for your continued patience during this busy construction season.

July 27, 2012 Update
The contractor's pipe crew continues to install new storm sewer infrastructure in North State Street; this work will be taking place between McGuire Street and Call Street. The contractor opted to have the second crew begin removing the existing asphalt pavement and underlying concrete slab behind the pipe crew. The road rebuilding crew will be replacing the subgrade materials with select gravels and grading the road. The road crew will be working in the same stretch of North State Street as the pipe crew. A third crew will be mobilized next week to begin drainage reconstruction as well and they will be working from Call Street to Brook Street. With the amount of work transpiring, extended traffic delays are to be expected. We encourage the public to seek alternate routes to the Route 3 corridor.

July 20, 2012 Update
After some minor delays, the second drainage crew is on-site and active on North State Street. Next week, one crew will install new storm sewer infrastructure in North State Street, from McGuire Street to Call Street. The second crew will be replacing existing drainage structures from Call Street to Brook Street. Traffic impacts should be expected in these areas and we encourage the public to seek alternate routes whenever possible.

July 13, 2012 Update
Early next week the contractor will be working to complete new drainage construction in North State Street, from Palm Street to McGuire Street. A second drainage crew will also be mobilized and begin drainage reconstruction efforts from Call Street to Rumford Street. Delays are to be expected in both areas. Aerial relocation work will continue to occur in the McGuire Street area, as will natural gas infrastructure upgrades south of Rumford Street and in the Fosterville neighborhood. Minor delays should be expected in these areas as well. We thank the public for your continued patience during this major corridor reconstruction project.

June 29, 2012 Update
Over the next two weeks, contractor will continue the installation of new drainage facilities in North State Street, from Palm Street to McGuire Street. Delays are to be expected in this area and the public is advised to seek an alternate route whenever possible. The aerial utilities also continue their relocation efforts, as well; with work occurring from McGuire Street to Rumford Street. In addition, the natural gas company, National Grid, and subcontractor R. H. White, will be installing new gas services. This work is taking place south of Rumford Street and eventually the Fosterville area as well. Minor delays are expected in these areas.

June 22, 2012 Update
Work on the replacement of the existing storm sewer is underway on North State Street. Next week, the contractor will continue to install new drainage facilities. Construction will persist between McGuire Street and Palm Street. Traffic delays are to be expected in this area, typically between 7 a.m. and 6 p.m. Motorists are advised to seek alternate routes whenever possible.

June 15, 2012 Update
Next week, contractor will commence replacement of the existing storm sewer in North State Street, from Palm Street to McGuire Street. Travel will be restricted to a single lane during hours of operation, typically 7 a.m. to 5:30 p.m. Delays are to be expected. As always, we encourage the public to seek an alternate route where feasible.

June 08, 2012 Update
The fourth phase of the Route 3 / North State Street reconstruction project is set to resume next week. The city's contractor, F. L. Merrill Construction Inc., will begin on North State Street, from Palm Street to McGuire Street. Work will include mobilizing equipment, implementing traffic control plan, baseline and utility layouts, saw-cutting pavement and replacement of the existing storm sewer system. Traffic delays should be expected throughout the project area. The public is encouraged to seek alternate routes if possible.

February 18, 2011 Update
The Engineering Services Division is nearing completion of its efforts on the final design of roadway improvements along North State Street from Palm Street to Call Street. Known as Phase 4a, a public meeting to review the design aspects of the project will be scheduled in early March to solicit comment and address issues and concerns with this phase of the project. Final design and contract documents are expected to be completed by April and will be included with the projects to be constructed this season.
